Abstract

New York State's experiences in classifying and assigning water quality standards to its surface waters are described. The program was initiated in 1950 and completed in 1966. The methodology and procedures have been upheld by courts of law. Multipurpose water uses are recognized in the established classes, and the standards of water quality include such basic parameters as aesthetics, bacteria concentrations, solids, dissolved oxygen, toxic and deleterious substances and pH. Reference is made to standards in urban areas undergoing population and industrial growth. Implementation of the standards includes an enforcement program plus a financial aid and incentive program respectively to municipalities and industries for constructing waste treatment facilities.
