Abstract
To obtain reasonably accurate predictions of member capacity at cracking load and near ultimate load, use of ultimate strength theory is required; load factor proposals call for use of reduced material strengths and increase over working loads; use of separate load factors for dead and live load; developing systematic theory of ultimate strength by use of strains and rectangular stress block for concrete stresses.
