Responsibility in Weather Modification Operation

Publication: Journal of the Irrigation and Drainage Division
Volume 96, Issue 1

Abstract

Recent experience has shown that weather modification can be used to produce beneficial changes in atmospheric processes. The possibility of using this new technology as a watershed management tool requires consideration of the conditions under which the tool is used and the responsibilities required for its use. Evidence resulting from a number of projects indicates that both benefits and disbenefits may result from treatment of extremely variable weather systems. The need for responsible operations can be met by assuring that the individuals involved in these activities have the requisite experience, education and ethical standards. A means for meeting this need is proposed through the identification of individuals with the necessary qualifications on a basis similar to engineering registration.
