Abstract
The civil engineer is often faced with the problem of designing storm drainage systems without the availability of the hydrologic records necessary for design by means of the “accurate” methods described in hydrology texts and technical journals. An engineer preparing reports and designs of storm systems is unable to take time to obtain this information for large projects because the system owner often wants the results immediately. Also, the engineer is unable to expend funds for small projects because the data collection will cost more than any savings in construction cost or increase in subsequent storm drainage cost-benefit ratios.
