Abstract
Laws relating to water and water rights reflect the diverse parties whose interests they affect. One such party is the federal government, which has long been interested in the improvement of water-courses, whether by its own agencies or by other parties proceeding under federal license, as well as in the use of water for publicly desirable purposes. Conversely, it has also been interested in preventing developments and uses by parties regarded as undesirable for example, because they would interfere with anticipated future improvements or with public uses.
