Kinds of tailwater encroachment are described, and then examples, from the writer's experience, of effects of encroachment are presented. Determining the amount of power loss is analyzed as a special case, and methods of compensating upstream owners are mentioned. Any degree of complication can be encountered in even the simplest determination of amount of damage from tailwater encroachment. Each situation has its special difficulties. Undoubtedly, some physical conditions not mentioned will arise, and some of those might dominate the work of arranging a settlement which would be equitable for the encroaching and the encroached-upon parties. The writer makes a plea that engineers representing both parties make the engineering and the settlement as simple as possible. Before embarking upon costly office studies and time-consuming and costly field measurements, ask whether anything will really be learned from the studies or test measurements.
