Emerging Principles Of Urban Transportation Planning

Abstract
The principles underlying transportation facility planning in urban areas must be reconsidered. Eight basic principles are proposed as constituting a basis for effective urban transportation system planning. Although the principles proposed are subject to individual interpretation and may be applied in many forms, it is suggested that if the proposed principles are ignored in the design and execution of an urban transportation planning program, the resultant plants will be inadequate and severe obstacles to implementation will arise. The principles proposed have important implications for every stage of the urban transportation planning process, and their proper application requires a truly interdisciplinary staff reporting to an official agency legally charged with comprehensive planning functions and duties.
