Advanced Waste Treatment Investments

This paper analyzes waste discharges for low flow design situations. The focus of the analysis is a national concern: How much investment in advanced waste treatment should be made to protect streams having little or no flow to dilute waste waters? A hypothetical waste discharge of 10 mgd is the focal point of the study. At a per capita use of 100 gpd, the site would represent a city of 100,000 people. The paper presents a dest top methodology for making wasteload allocations which is simple and direct. Also presented are the costs of treatment for a 10-mgd plant developed using planning estimates. Given the technological relationships and the costs, the paper analyzes several scenarios to consider various planning and policy options.
