Abstract
This paper highlights the relevant provisions of The Surface Mining Control and Reclamation Act of 1977 (PL 95-87) and provides an overview of the surface mining reclamation and enforcement provisions issued by the Office of Surface Mining Reclamation and Enforcement. In particular, Part 715 (General Performance Standards) and Part 716 (Special Performance Standards) are discussed with regard to design guidelines specified for surface mining and reclamation operations. Topics to be addressed include: topsoiling, hydrologic balance, use of explosives, disposal of excess spoil and coal-processing wastes, backfilling and grading, roads, mountaintop removal, and steep-slope operations.
