Abstract
A methodology for comparison of urban development alternatives and for preliminary design of runoff controls has been developed. The analysis employs results of Storage Treatment Overflow Runoff Model, (STORM) simulation, developed by the U.S. Army Corps of Engineers and transforms them into a pollutant loading index which forms a basis for comparison of alternatives. Using Storage and Treatment options of STORM, and by defining a set of cost functions, it is shown that it is possible to identify the optimum storage-treatment combination for which water quality objectives can be attained for the preferred urban development alternative.
