Designer Evaluation of Contractor Comments on Specifications

Abstract
Specifications as a form of communication between the design professional and the contractor should be improved. Contractor responses to the ASCE Specifications Committee questionnaire on specifications are most revealing and offer several constructive suggestions for improving specifications and thereby lessening construction costs and disputes. Design professional's reactions to the contractor viewpoints expressed also point out areas where the contractor, too, must make adjustments. In conclusion, the concept of specifying by objectives is proposed as a means of improving communication and understanding of the terms of the construction contract.
