Estimating Utility Costs for Proposed Buildings

Abstract
Buildings are constructed only when their anticipated value exceeds their estimated cost. Construction engineers should be as concerned with the accuracy of value estimates as they are with construction cost estimates. Value is determined largely by net spendable annual income generated by the project. This income is significantly influenced by operating costs, generally, and utility costs, specifically. Methods are presented for estimating annual utility costs for proposed buildings.
