Abstract
When control of quality is viewed as a system, every activity from political considerations, social pressures, preliminary planning, economic factors, financing, human and environmental factors, design, drawings, specifications, bidding, training of field personnel, inspection, sampling, testing, product control, product acceptance, and feedback, becomes an essential factor in the overall control of quality. These factors can be broadly grouped into technical and nontechnical or social items. It is imperative or the engineer to realize that the social facets are just as important parameters in the overall control of quality as the technical factors. The engineer must involve himself in the social processes early enough in order to interject realism into the formative stages of social actions, and to help direct such forces so they will do the least harm to his project, once it is approved and he has the responsibility of getting it accomplished.
