Interaction Relationship of Community Development with Government Programs

Abstract
Engineers operating in the public or private sector are constantly faced with solving problems for which they have probably had no formal training and likely little informal experience. Yet if in the interest of doing business, the engineer innocently or naively takes on a job as an expert in solving a physical problem such as designing and building a road, an airport, a sewage treatment plant or a community center for a municipality, he may very well become involved with a plethora of rules, regulations and governmental personalities and dictates that could end up with his firm or organization being the scapegoat for all that goes wrong or the failure of the project itself. Over 1,000 federal agencies orchestrate a cataclysmic involvement of intertwining and conflicting programs, rules and regulations for which they as individual government agencies, perceive as solutions to a given problem.
