Abstract
On March 1, 1972 a new law went into effect in Kansas. It allows public employees to form employee organizations for the purpose of meeting and conferring with public employers on terms and conditions of employment. The purpose of this paper is to explain the effect the new law has had on engineers employed by the State of Kansas and its political subdivisions. Considerable detail on the legal proceedings involved is included to illustrate the complexity of the situation. Concentration is on the engineer in state civil service since this is the area in which the writer is most familiar.
