How Local Communities Can Meet Financial Obligations to Accomplish the National Environmental Goal

Abstract
Some of the environmental questions that economists have been wrestling with for the past several years are explored. Some of these questions are: Will an all out effort to clean up our environment retard economic growth? What will be the effect on the industries that are our major polluters? Who is going to ultimately pay the price of pollution control—the polluters, their customers, or the federal government and the general public? How can industry best be encouraged to do the necessary job—through federal subsidies or through other incentives? What will the effect of our environmental efforts be on the rate of inflation? The debate over the economic environmental questions and the financial problems of the municipalities considered will continue with efforts to bring pollution under control.
