Awards: 2008 Royce J. Tipton Award 

William R. Johnston, P.E., F.ASCE, is the 2008 recipient of the Royce J. Tipton Award and Lecture for his significant contributions that advance drainage engineering, including design and management as well as water quality issues in California and the nation, as well as for his numerous international consulting activities and public service at the state and national levels.

William R. Johnson has been working in the field of drainage engineering, in the operation and management of irrigation districts, and on water quality and water resources problems for more than $50\text{years}$ . His drainage, water quality, and management work has been published in more than 60 papers. His major contributions have been in the operation and maintenance of subsurface agricultural drainage systems, water quality issues related to agricultural drainage, salinity management problems, and the operation and maintenance of irrigation and drainage systems. During his career, Mr. Johnston has consulted or worked in 16 countries in various parts of the world. He has been recognized for his work by the California legislature, the Association of California Water Agencies, and The University of California, as well as the American Society of Civil Engineers.
