Traffic Signals at New and Rebuilt Intersections

Abstract
The need for traffic signals at an intersection is generally determined by the application of the Manual on Uniform Traffic Control Devices (MUTCD) warrants. When the volume warrants are not satisfied it may be because the absence of signals is discouraging motorists from using the intersection and that if signalized, the volume warrants would be satisfied. The function of the intersection and the streets involved should be considered when evaluating the need for signals. A case study is given which shows substantial volume increases resulted on the minor street when signals were installed at a previously unsignalized intersection.
