Structure of Utility-Based Evaluation Approaches

Abstract
Existing utility-based transportation plan evaluation approaches are proven to be fallacious in providing information for decision making. Their weaknesses result primarily from erroneous uses of measurement scales and value transformation functions. To provide a valid basis for further development or improvement of utility-based evaluation approaches, an evaluation structure in the context of additive utilities is developed. Guidelines for the application of the evaluation structure are provided and are illustrated with a multidimensional evaluation problem.
