Economic Measure of Benefits of Transportation

Abstract
An economic measure of the benefits of transportation is presented. This measure allows proposed changes to an urban system in either transport or land use to be evaluated for urban planning purposes in terms of cost and accessibility. The benefit to cost ratio for the change may be expressed conveniently in terms of the ratio of costs and accessibilities of the two systems considered. Examples are presented. The basis of selection of the trip length is also examined in a planning context in terms of this measure.
