Cost Estimating Model for Rural Interstate Highways

Abstract

Multiple regression analysis was applied to historical highway construction cost data in order to develop estimating models to determine future construction costs of Interstate highways in West Virginia. Gross construction costs were subdivided into categories such as: (1) Grade and drain costs; (2) paving costs; (3) major structure costs; and (4) total cost. Seventeen physical characteristics of each construction project were identified and analyzed as the independent variables of the regression equation. Based upon an independent verification check, it was found that by using regression analysis it is possible to estimate construction costs for the National System of Interstate and Defense Highways in West Virginia with a higher degree of accuracy than can be obtained by using unit cost figures. Furthermore, the regression analysis can employ, as independent variables, physical characteristics which can be defined for five mile road sections and collected with a minimum of manpower and field inspection.
