Integrated Measurement Framework for Transportation Planning

Abstract
A measurement framework for continuing transportation planning is suggested, which has the potential to relate the planning of transportation facilities and services to social, economic and other physical planning considerations. To integrate such planning, new transportation measurements, expressed in terms of access to opportunities, should supplement the current level of service (speed) standards now used to evaluate and design transportation systems and facilities. Continuing measurement and feedback of the service provided by the transportation system, as reflected in the amount of opportunities provided to different user groups, is essential to the process. Research is needed to determine the levels of access required by different user groups.
