Plan for Financing Urban Mass Transit Systems

Abstract
If urban mass transit systems can be made sufficiently attractive, in terms of service provided, at the same time automobile owners are taxed in some measure on the basis of the congestion they cause on urban highways, the cycle of increasing traffic congestion and decreasing transit service may be broken. Vehicle taxes presently levied in three states seem to offer a basis for combining these interrelated goals of urban transportation. Vehicle use taxes can be used to finance school bus service in rural areas and regularly scheduled mass transit service in urban areas.
