Use of Air Rights Over Urban Expressways

Abstract

Interstate freeways and other similar public works programs in dense urban areas are difficult to plan, authorize and build. A potentially useful tool, not yet fully exploited, is the joint use air rights concept wherein parks, parking, housing, office buildings and other facilities are accommodated over or under transportation facilities. In Washington, D.C., this concept has been in use for years and new and more complicated projects are underway or in the planning stages.
