Abstract
Engineers and economic planners must locate navigation locks on new waterway improvements or when relocating locks on existing waterways in such a manner as to decrease operating costs to the towing industry. The writer by photographs and text demonstrates how some formerly ideally located lock structures are now uneconomic from the viewpoint of easy and safe navigation by the large tows now operating on our waterways. He states that the needs of the towing industry, the customer, are paramount and deserve first consideration. The economic location of locks involves much more than the selection of a channel cross section where the accompanying dam structure would be of minimum length or the selection of a site for a lock solely because geological conditions would present a less costly foundation.
