Abstract
Municipal officials must become more aware of a transportation plan's magnitude. Inadequate budgets, lack of alternate transportation systems and land use plans, disregard for practical political and social considerations, and a basic lack of communications among municipal departments must be corrected. This can be accomplished through mutual respect for other professions, frequent communications in the preliminary design stage, development of a revolving right-of-way fund, recognition of the engineer's responsibility to help solve social and economic problems caused by his projects, and a realistic attitude towards political factors and their effect on implementation.
