Abstract
Highway pavement designs have been developed through extensive use of test roads, the use of theoretical or rational procedures-many of which have been checked by field t es t s and observations-and by the combined experiences ' of many highway engineers over a considerable period of time. These pavements, in general, proved to be adequate structurally for most sections of the United States for the period from 1920 to 1940.
