Abstract

The purpose of this paper is fourfold:
1.
To review the fundamental properties of the three classes or phases of matter and to show that a roadbed material in particular is either strong or weak according to the phase in which it is found;
2.
To offer experimental evidence showing the influence of gases, liquids, and solids on the stability of ro adbeds;
3.
To cite examples of roads and certain experience supporting the theory advanced; and
4.
To outline a standard of procedure under which roads may be designed and built so they will remain stable under given conditions of traffic.
