Abstract

The Mississippi River Commission was created by an Act of Congress approved June 28, 1879. It consists of seven Commissioners, three of whom are selected from the Corps of Engineers, U. S. Army; one from the U. S. Coast and Geodetic Survey; and three from civil life, two of whom must be civil engineers. The basic law required the Commission to “mature a plan or plans as will correct, permanently locate and deepen the channel, and protect the banks of the Mississippi River; improve and give safety and care to the navigation thereof; prevent destructive floods ; promote and facilitate commerce, trade and the postal service.”
