Abstract
The idea of the “Cobwell System” of garbage reduction was conceived in 1913 by Mr. Raymond Wells, who spent the next two years in the development of this system, in collaboration with the C. O. Bartlett and Snow Company, of Cleveland, Ohio. As a result of their experin1ents and endeavors, the first practical Cobwell Plant commenced operation at San Francisco, Calif., early in 1915. This was a small 2-unit plant, with a capacity of 10 tons per day, for handling the garbage of the Panama-Pacific International Exposition.
