Abstract
About 1919, the speaker became associated with the Manitoba Drainage Commission and, possibly, on account of this association, the Government of Manitoba has asked his advice on some real “flood problems”. The two important points on which the Commission desires confirmation of its conclusions are: First. Does the clearing of timber from land and the cultivation of the land increase the run-off? Second. If the first question is answered in the affirmative, what responsibility, if any, attaches to the lands from which the extra water comes; in other words, what lands can be included in an Injuring Liability Clause of the statutes?
