Abstract
Recently, a conspicuous official of one of the major ports of the United States, iu an unfortunate moment of mental aberration, charged the Engineering Profession with responsibility for the lamentable fact that “this country to-day is secondary in importance to Great Britain and other European riations as a maritime power.”
