Abstract
The following paper is presented at this time with the purpose of eliciting from the Society membership the results of observation and experience touching the important matters of which it treats. They are vital features of one of the chief living questions before the public to-day, and an expression of views by men accustomed to look at things from a practical standpoint cannot fail to be of great value to our legislators upon whom the ultimate responsibility for action must rest.
