Optimality of a Heuristic Sequencing Technique

Abstract

The development of simple heuristic planning techniques which are capable of solving problems of the dimensions encountered in real-world water resources systems is important. However, guidelines on the optimality of such techniques must be developed before their potential use in water resources planning can be fully realized. In this note, the writer has provided guidelines for the optimality of an ingenious heuristic project sequencing technique developed by Tsou, Mitten, and Russell and demonstrated how their technique can be modified and used with decomposition in order to solve a more general class of problems.
