Objective Determination of Safety Factor in Reservoir Design

Abstract

Objective criteria for determining hydrologic safety factor for reservoir design are developed for streamflow sample sizes of 10 yr, 25 yr, 50 yr and 100 yr. For the smaller sample sizes, the index of allowable shortages, for which average net benefits are maximum, is also smaller. This reduction in the index of allowable shortages results in an increase in the average reservoir size needed to offset the effects of sampling error. Thus, by varying the index of allowable shortages on the basis of hydrologic record length, safety factors may be determined.
