Abstract
The hydraulic problems relating to design of the hurricane flood protection system, and a general description of the protective structures and facilities selected for the project are presented. The method of determining hurricane surges is given and storm tide elevations and frequencies developed from hypothetical storms of varying magnitude are compared with those derived from the records of experienced storms. The size and characteristics of waves and wave run-up that would be expected with the design storm surge are examined, with respect to the type and elevation of protective structures required for Texas City. The problems of providing interior drainage during both normal and high tide periods are also considered, as are factors involved in determining the type and capacities of drainage structures, pumping plants, and ponding areas required for handling rainfall runoff within the protected area. Some unusual problems encountered in detailed planning and design of the protective structures (especially those through the congested industrial areas) are described.
