Community Programming in Newer Industrial Nations

A basic framework for determining the phase requirements for housing, land use, community facilities, and services that support industrial complexes is presented. The employment profile of each industrial project is used to determine the number and characteristics of housed workers. Employees are translated into family types that are catergorized according to size, age, distribution income characteristics, and life style — using local experience and data. A three-dimensional matrix is then constructed to establish housing types, densities, and spatial arrangements. Facilities and services that are area related are then developed from the established land use, budget, and plan. Local customs and planning criteria must be used to establish land budgets and determine the quantity of facilities and services. Facilities and services directly related to population are then estimated — again using appropriate local criteria. Finally estimated requirements are measured against existing support capacity to estimate new construction required.
