Abstract
This paper reviews the mounting pressures on state and local governments to provide and deliver better public services at low costs, and the accompanying changes in the role of the planner in the provision of these services. It then proposes a model for conceptualizing and measuring the efficiency effectiveness and impacts of changes in the delivery of public services and concludes by covering some of the methods of improving the productivity and performance of service delivery systems in state and local government. The paper reviews the state-of-the-art in productivity and performance evaluation and the impacts of the increased concern with productivity on the role of the engineer/planner in public service delivery systems.
