Distributing Public Housing Resources

Abstract
The spatial distribution of scarce public housing presents a complex problem to public decision makers. Conflicting goals, availability of public support facilities, and a host of socioeconomic variables must be considered. In effect, the planner is placed in the position of having to simulate an efficient market for a nonpriced product. A variety of mathematical models have been developed to deal with the problem. This paper presents background, a review of models, and an application of three different approaches using South Carolina data. Problems associated with each approach are identified.
