Transient (Dual) Zoning

Abstract

A new concept and procedure are presented which can overcome major objections to complete zoning of a community. Transient zoning is recommended in place of what would normally be unzoned categories, to reduce spot zoning and thereby maintain the integrity of the community’s comprehensive master plan. Transient zoning should also significantly reduce the number of public hearings relative to individual zoning applications. Greater use of urban open space is encouraged by providing tax reduction incentives.
