Transport Analysis of Regional Development Plans

Abstract

The results of a standard transport analysis of a regional development plan for the Waterloo-South Wellington area of Ontario are described. It is pointed out that this analysis required the introduction of an arbitrary trip end balancing procedure to ensure compatibility between the land use plan and the transportation models calibrated from base year data. An application of the Garin-Lowry model to the analysis of the regional development plan is then described. It is shown that the land use distribution and the transportation demands may be derived simultaneously with this model. The Garin-Lowry model has the added advantage that less stringent land use information is required of the land use planner. The transportation implications of alternative development plans, and vice-versa, may be explored jointly.
