Planning Implications of Urban and Rural Freeway Interchanges

Abstract

Accessibility, traffic and the availability of developable land have been the volatile ingredients touching off the development explosion in the vicinity of the freeway interchanges. Zoning and other planning tools, however, have failed to cope with the problems arising from uncontrolled development. The best current solution appears to lie in the use of the eminent domain power to control access. This should be applied by the states in conformity with a systems conceived interchange development and circulation plan. Criteria and guidelines are suggested for various features relating to access and traffic circulation with specific reference to problems occurring at motorist service areas.
