Shortcomings and Potential of Zoning

Zoning as originally conceived 50 years ago, is defined. Its current misuse as a tool of social exclusion, slowing down growth and discouraging families with school age children from entering the community, is discussed. The misconceptions that the general public attributes to zoning are described, and examples are given. There is a need for rethinking the whole zoning approach. The available methods of flexible zoning as it pertains to side yards, lot sizes, setbacks, and lot widths, are analyzed. The assets of single-family open-space developments are pointed out along with the planned-unit development mechanism which forms the basis of New Town construction. The responsibility for good residential design must be shared by both the community and the builder. As such, understanding of each other’s position is crucial.
