Land-Use Intensity, the Lui Scale, and Zoning

Abstract
A comprehensive data system on site planning for new residential projects has been devised, featuring a numerical scale from 1 to 10, covering all intensities of land use. The data system and land-use intensity (LUI) scale define: (1) The total floor area of a project in relation to total land area; (2) the minimum open space, outdoor livability space, and recreation space, in relation to the total floor area; and (3) the minimum amount of automobile parking for project occupants, and for guests and service vehicles. The system and scale provide a more meaningful measurement method than density and coverage, yet avoid design rigidity. They encourage good design without stifling creative effort. The Federal Housing Administration uses the LUI scale in analyzing applications for mortgage insurance on new multifamily housing projects, cluster subdivisions, and planned-unit developments. Cities and counties are using the LUI scale and its site-planning data in zoning and subdivision regulations.
