Guide to Development and Use of Electronic Computer Programs: Program Planning

Abstract
Program planning, which is the definition of the computational process to be executed by the computer, is described. The ranges of potential programs in terms of length, development, programmer, and programming language availability are examined, and the factors influencing the decision of whether or not to program a particular application, are presented. The basic requirements of an adequate problem statement, and the accompanying planning considerations are detailed. Finally, the responsibility for cooperation and review of the problem statement by all parties concerned in terms of feasibility, utility, ease of use, completeness, and generality is emphasized.
