Abstract

Water institutions often fail to provide for the most socially efficient water use. The lack of appropriate types of crop water response information may contribute to such inefficiency. The role of institutions in water management and the nature of their information needs are discussed. A conceptual model is developed for modeling the agronomic-engineering-economic relationships in agricultural water demand. Even if appropriate models are quantified, however, crop water response information may not be used in institutional decision-making. Reasons are outlined for this non-use possibility.
