Abstract

A general methodology for assessment is presented which includes: (1) identification of potential causes and effects of resource development; (2) description of cause and effect characteristics; (3) eight assessment approaches; and (4) presentation of results. The eight approaches to assessment include: historical cases, principles and theories, projections, accounts and indices, probability theory, simulation, laws, customs and institutions, and expert opinion. In order to illustrate the usefulness of the methodology, it is presented in the context of assessing social consequences of water deficiencies. Several research needs are also identified.
