Unique Role of Water in a Development Economy

The intense competition for water in developed societies suggests that basic resource development should be the first business of developing economies. Unfortunately water is in competition with other sectors for development capital; and industrial activities have appeared more attractive to local and foreign economists. In contrast, Pakistan has recognized the overriding importance of water and is undertaking a massive water resource development program, from which at least 85% of the people in West Pakistan will be benefited. Although rapid development of the industrial sectors has failed to create a viable and balanced economy in most emerging countries, it is believed that instead a rapid overproduction in basic resources may provide the base upon which a balanced economy may be built.
