Abstract

This paper stems from a background of approximately 20 yr of teaching at a university and an equal length of time as a partner in a large consulting firm. Such experience includes theory and research as well as the practical engineering, legal and financial aspects of creating large public works projects. The fundamentals of civil engineering education and of public works project execution are examined with emphasis on method rather than subjects. An attempt is then made to describe how the method is applicable, aided by proper supplemental continuing education, to problems in civil engineering management. It is concluded that the devoted student interested in civil engineering management has nearly unlimited opportunities in either the public or private sector, that public works projects should be conceived and managed by civil engineers rather than theoretical dreamers, and that it is unreasonable to expect to receive something for nothing.
