Abstract

The policy statement published in the September, 1965 Journal of Professional Practice is reaffirmed with amended wording and extended in conformity with the policy of ASCE to maintain a current viewpoint on registration matters. The described policy is intended to assure that the regulation of the engineering profession is directed to the protection of the public health, safety, and welfare. The registration of those professional engineers who possess the expected knowledge, judgement, and integrity will provide the public with appropriate service. The enhancement of the engineer in the public view can result only from high level professional accomplishment and character. The right and duty of Government to protect its citizens through the police powers of the state is recognized. The registration, or licensing of engineers is an extension of the police power, and it should be exercised in those areas in which a need for the protection of the citizenry can be shown.
